That's got the early 80's Raleigh cottered crankset, but it's probably not a Raleigh, due to the dynamo mount on the fork and the chain guard mounting bracket on the chain stay.
Town bike frame angles. I'd say it's 80's 'European'....Puch, Motobecane, Kalkhoff etc.

That's difficult to say without seeing and riding it, although it does look like he's cleared out his parts bin somewhat...
It doesn't look like one to get attached to; if you change "one" thing, let it be the brake levers!
Ive been a long time lurker on this website. I had my first bike stolen after 3 days of use!
