Knock it out first, use a long piece of metal and tap it down on the bit of the headset that is furthest in, so you can straighten it up before knocking it out. Then reinstall using a proper tool, essential now if there is any distortion to the cup.

did you put the race in or the seller?
Probably just been shoved in. Setting headset races is tricker than you think. Done a few where its obvious the headtube wasn't reamed when mftr'd so headset would sit at an angle, break out the monster cutting tool...If it was anything but a lugged frame I'd be worried, but with that lug looping around the ends of the headtube they are pretty tough, they can pop though under extreme pressure. As adroit, gently push it out with proper tool or whatever, then re-install with proper tool, anything less and the cup will just ping back into the same dodgy angle its already at.

Hi guys,
My new frame set arrived today:D
Everything was looking perfect until I noticed that the headset race didn't look to smart. The lower headset race seems to be jammed in at an angle and can't move. I've tried gently knocking it to see if it would fall back into place but to no success.
I'm quite worried that the race might damage the headtube if not moved back into place correctly. Any ideas ppl?
