Depends on the age of the frame and the frame type.
If the frame/fork have been made for 39/49mm brakes, it's nearly impossible.
In case you have older stuff and brakes of 47/57mm, it's possible, but still not easy.
Only if it's more that this (randonneur, older Semi Race for centrepull brakes), there's enough clearance.No problem for a number of A, Randonneur, CX and Semi Race frames (all Champion Mondial).

also depend on the tyres too, some tyres measured out bigger, some smaller.

I'm thinking on project for a steel "rough road" bike with modern components (not cyclocross, these are difficult to find) based on a gazelle champion mondial frame.

If comfort that important, run a wider rims and 25c tyres to give you similar comfort of a 28c.

This is my one.
It has acres of space for big tyres .
Fitted with 20mm in pics here but i have tried 28mm Contis without problem and easily enough space left for guards. I've even had 30mm Schwalbe cross tyres on.

Then better look for an older "semi race", centrepull brake compatible.
Even the older race frames and newer semi race for 47/57mm brakes are tricky to set up with fenders, even with 25mm tyres.
Sometimes these (complete) bikes are pretty cheap any well maintained.

I'll agree, my late 80's frame have brake drop for 47/57mm brakes, great with 32c tyres, but with fenders, just about managed it with 25c annoyingly.

The problem is easiest resolved, if I find a Gazelle Champion Mondial Cross or Gazelle Cross Trophy...

Note that Gazelle CX frames and forks don't have eyelets.
May be a problem to fix the fenders stays.
I don't like clamps. Maybe you can use the small triangles in the rear dropouts. But for front...What size are you looking for ?

Following your advices, now I'm looking for 53/54 frame size (seat tube, center-to-center) Champion Mondial A frame.
But, I think that gazelle frames sizes are measured center to top of the seat tube.
The idea, is to have a bicycle, vintage frame with modern components (basicly 9-10 rear speeds with ergo shifters) ready for rough road, commuting and light touring...
Also, I can consider buy a complete bike and modify later.
