Murtle- nope: the yellow heap has the points left on the head lugs, and the real Cinelli's shown don't- they're rounded, cut off, I say its a copy.
The dimple in the rh/drive side chainstay matches, but they probably bought like that.
The forks would provide more evidence if original.
A frame number would provide lots of evidence!

AS shite as this frame is how many people are thinking that it would be a nice project? just not wanting to pay "NICEMONEY" for it?
And the seller sounds like a S/H car dealer my Dad worked with in the 80's

would be a nice project if it was actually possible to fix it properly without spending more than you paid for it... even then it's still a lump of cash for a non-authentic paintjob, and unproven provenance...

It's an odd bike this, it does look like a Cinelli track frame but I've never seen a yellow one and the paint looks cheap.
Maybe repainted for a team?

Lugs/BB shells etc can be emulated easily or were purchased from cinelli to be assembled by an independent builder-many folks such as Vanni Losa worked for high end companies and earned reputations in their own right so went on to build for themselves.
Point is, it could be a cinelli, but it could be a lot of things, so selling it as a cinelli without much more than someone's say-so is a bit rich. What's even more optimistic is selling it at that price and in that condition with the say so it can actually be fixed for a sane amount of money.
But fuck it. Good luck to whomever has or has not bought it...
