A set of 2 cone spanners usually has 13/14/15/17 which should cover them all.

No, I have a set of two Cyclo cone spanners. They are both the same; one end of each spanner does 13 and 14 and the other end does 15 and 17.
Between them they should cover all bases. I am not familiar with all cone size standards but those spanners work on Campag, Shimano and a variety of unbranded hubs on my kids' bikes.

And the cyclo spanners are made out of cheese.

I find it useful to have 2 of each cone spanner- one occasionally finds a hub which really needs them, but for the home mech, yup one of each should do- and for the lock nut an adjustable is not much worse than a "proper" spanner.
Park are very nice indeed, but even their cone spanners don't last forever- you will eventually find a cone spanner-eating hub......

I saw in Condor the Campag ones are a pound cheaper than the Park.

Is there any kind of rule on what size cones are i.e 13/14mm are old type, 17 for mtb etc?
I'd like 2 cone spanners but think I need 16 as well as 17, which looks like it means buying 2 sets. -

Generic Formula etc hubs (sealed cartridge bearing) are 15mm and 17mm. My Campag Record loose ball bearing hubs were 13mm and 14mm.

Good to know, cheers dbr. Is there a 'standard' for cassette hubs (sealed bearings)?

I'm not sure, I know that the Formula / System EX hubs have black steel lock nuts and "cone" nuts whereas the Novatech / All City hubs have shiny chrome nuts so they might not be the same.
