MoneyBookers.com looks to be abit of a scam it's self, I work in ecommerce and haven't ever seen them as a recommended payment processor before and if you google them you will see why, they are basicly a very dodgy paypal style organisation.
Because of the way the payment is processed you are going to have abit of fun trying to make a claim. Best thing you can do is fill in a charge back form with your bank. -

It was my cat, James, he was tempted by the low price on an HTC Legend.
I have advised him to tell Barclays that he has been informed that the organisation is fraudulent and that he wishes to reverse the transaction.
What evidence etc should I recommend that he give to Barclays to ensure that the transaction is reversed?

there is no evidence only speculation at the moment, usualy it only works if they can't prove you made the order or it wasn't shipped/recived. Which they will be able to do. You will be able to get your money back but proably not until the 40days or so that it says it takes to ship your order and it not turn up. But just call your bank and explain the situation they are usualy happy to help and you err your cat won't be the only customer.looking at the moneybrokers set up the guy is onto a good scam, moneybrokers do charge the 7.9% however that is the insurance amount for a chargeback, he keeps the full amount less the 7.9%. As long as he withdraws the money before they lock his account for scaming.

Mr Paramveer Takher is known to Barclay Card, they have refunded people who have been duped by him previously- I am hopeful that they will do the same in this situation.
Given the information on the web about him could one legitimately claim that as 100% of his previous websites have been fraudulent you believe this one to be, hence asking for the refund?

i paid with paypal and have just started a dispute under their resolution procedure.

Has anyone here any experience of Elite Savings?
The idea would seem to be that they act as a broker between consumers in the UK and manufacturers in the far East and so forth.
So far so good- however to save money (and they are ever so cheap) if you spend the time to dig through the web-site you find that shipping is 35-40 working days.
Which is a long time.
Googling for them brings up a long thread on Money Saving Expert which shows that most people choose to ask for a refund when they find out about the long shipping time- and then get charged 10% plus £0.50 as a handling/admin fee.
It is not beyond the bounds of possibility that this is how the company is designed to make money- purely from cancellation fees.
My question is should they be able to retain 10% plus £0.50 when one asks for a refund?
And if the answer is no how would one go about requesting/enforcing the return of this 10% plus £0.50?
(The £0.50 is the killer here)
