I think it's because he knows from experience that there is much less traffic around the outer circle at that time than one imagines when you say rush hour. No one goes there thinking they want to ride with loads of traffic.

The traffic stream coming into the park doesn't consistently thin until 7.30/8pm - that's always been the case, as far back as I can remember. More recently, the number of after-workers getting a few laps in has risen in line with the general increase in cycling numbers in the capital. Plus it's a jolly for hire bike tourists these days. Blah blah blah blah blah.

But whatever, it's fine. Knock yourselves out.
