Fix it, then push it.

Think I'm going to stick a piece of small piece of foam under the top tube so I can carry it like that classy bird.

Warning! Serious answer alert!
Bikes aren't really designed for carrying, so there isn't a technique that is "best", stick it on your shoulder and deal with it.

Lock it up. Bring new wheel for it.
HTFU and carry it home or carry it to bike shop for repair.
Or, carry it to nearest train station.I can't believe I'm actually providing serious answers to this..

When I carry my bike up stairs (to the office at work) I usually carry it with my hand under the saddle, then hitch it up to my shoulder (but my hands still holding underside of saddle), that way you get good clearance.

Using velcro and webbing, fashion yourself a handy carrying shoulder strap. Velcro at one end to go round the seatpost and the other round the stem. Add a padded bit in the middle for comfort.
Fold up and keep in you bag so you can be ready for any evenuality. -
