There is no doubt that better locks = better security, though usually its just easier to cut the railing / signpost / roadsign / whatever the bike is locked too! - i lock my bike daily to a corrigated steel barrier outside my work - im fully aware that it would be easier to hacksaw the whole barrier than it would be my lock.
