GLOVES, are the number one priority!!
get a decent set of winter/thermal cycling gloves - otherwise by the time you get to work your hands will be about as useful and two wooden spoons.
Also, from experience, unless you have a real good rear mud guard - take a spare pair of boxers (and dont cycle in trousers that you want to wear at work), because both will get soaked- and it will feel like you have shit/pissed yourself all day (unless you like this feeling of course!)

Gloves / waterproof coat / rear mudguard / and I wear a cap with my hood up. That's about it really, it's only London. I'm really looking forward to colder weather, turning up to work/uni/whatever in a much better mood than the public transporters, and still they're in awe that we cycle "in this weather".

GLoves are a must, theres nothing quite so frustrating as being unable to turn your key in the lock when you get home!
I also use a Buff puled up over ears, nose and mouth when the temperature is hovering around zero, and a waterproof (and windproof) jacket. Keeps me plenty warm once I get going. Oh, and shorts, never give in, always cycle in shorts!
