FWIW, I have mine just next to the stem as I ride on the flats for most of the time.

if you're riding fixed wheel, just go for a test ride and see which position is more comfortable for everyday ride and then choose to have the brake near that position.

Up to the individual.
When do you most want the brake to be close?
When going down hill with your hands at the ends of the bars all aero like = TT/ bar end brakes.
When in traffic with your hands on the tops = BMX style brake.
If you really want to you could do both. (could'nt be arsed to find pic with bull horns, but you get the idea)

I have mine next to the stem as i want it to hand when i'm filtering through traffic. Don't feel the need for it so much when i'm thrashing it or out of the saddle.

i also have mine next to the stem. having a lever on the horn is all good, but i find for city riding (as in dodging in and out of traffic) you get more control over ur steering when useing the flats, therefore brake next to stem makes sense - i only use my horns for pumping and skidding where the brake isnt in use!

Most use a small brake with a clamp - this avoids having to remove grips/bar tape to take it off and scratching up the bars if you want to keep them bare.
Goldfingers and Dirty Harry's are popular (1 and 2 finger pulls repectively)

I use a Cane Creek Cross Top lever.

Also pic below of my lemon modification. I ride a 57" and and 6'2". If the brakes were at the end of my bullhorns, it might just be too much for my reach.

I have purchased some bullhorn bars for my lemond fillmore, but I am slightly confused as what lever to buy and where to position.
Was thinking i might position on the top of the bars next to the stem, rather than on the horn of the bars. Which is the better position? Or is it just up to the individual?
