I believe that the local authority can come and pick them up if they have been there long enough, The council then does auctions where you can buy them dirt cheap, however this all relies on whether the can get their arse in gear to come and get it, and then the auctions a rather hard to find out about.

I know the feeling, there's a wicked looking Olmo frame with a fluoro rainbow finish chained up across the road from my mates girlfriends house and it hasn't moved in about a year...I'm trying to bring myself to take it and convert it but then I think...but what if it does belong to someone...it's very stressful indeed...in fact I'm off out to see if it's still there...

There's an old dawes frame in camberwell thats been chained up for ages...ive called the council twice about getting them to chop it off, and whether they'd be up for giving it to me... they said that they would give it to me to save them the hassle of doing anything more strenuous wit it...gave them all my details, they still havent got back to me. its been about 4 months.
Dont really care anymore, its not a great frame, thought i could sell it on ebay though........... -

Would you believe the first time I actually go to look for it it's gone... :(
Hope it's gone to a good home 'cause the owner certainly wasn't coming back for it...more likely the people who owned the house who's railing it was chained to discarded it... Oh well, that'll teach me to be more assertive next time... At least I picked up some chinese on the way back :)
