We need a bottom up rather than top down approach to this problem while still bearing in mind the co-linear aspirations of our customers so as not to undermine their equilateral way of approaching, which is, for all intensive purposes an orthogonal problem to the one which we are trying to solve. It's all about squaring the circle.

Sorry, only read the original post, sorry if someone has given a better answer.
I had this happen round a slightly oval seatpost, I managed to twist it 90 degrees and tighten it right down and left it for a few days, it pulled the tube back to 95% round.
