I still don't get this. If you've been measured up for a custom frame and it's been entirely built up for you, why wouldn't they cut the steerer to the correct length before handover? I sure as hell wouldn't want to trust that job to most of my LBSs

It's possible to get a frame built to have spacers above/below the stem to allow you to adjust your position later. For example you may have your stem set higher normally but if you want to race you can drop it down a couple of cm.
