Down tube and seat tube are one piece. Plus I think the headtube is some kind of bilam.
EDIT: I should point out that I'm aware its not a great bike. Some would say ugly. Makes me like it even more.

Looks like it is somehow heavily formed at the head tube and attached there but continues back to the horizontal if that makes sense.

This is probably quite a good deal for someone who it might fit. It's 100% this bike in 52cm I think, which was the smallest they made.
