When it comes to loosening the stem, it doesn't matter if you loosen the stem pinch bolts or top cap first. But when it comes to doing it up again, it's important to tighten the top cap first before doing up the pinch bolts. If you do it other way round, you risk leaving a (small) gap between the stem and the spacer below, which will make the headset loose.
