sorry to hear you're going through this. really hope you get your bike or money.
if he said 7 days he should do everything in his power to deliver in 7 days, that's what you've paid for. you may have had a big ride or cycling holiday planned. for all he knows you wouldn't have bought it with a 20 day delivery wait advertised.
at 14 days a request for a refund should have been instantly and grovellingly accepted
