If it were me I'd go for a combination of sloped top tube, and extended headtube.

Personally I think a lot of the time having one neat small spacer looks better than slamming.
If it's a commuter then I think there is also something to be said for keeping the TT lower for dis/mounting.
I'd also add that in terms of a raised TT, if this is what you are going for, it's hardly an insane amount of head tube showing:
