I wouldn't give them that cad drawing, make an account on bikecad.com and design it on there. Someone gave mielec a cad drawing similar and they struggled, for mielec you'll have to specify a few things:
Headset - intergrated or external
Welds - rough/smooth
Where you want the brake cable guides
That you want a disk brake mount
Whether you want the new or old dropouts (you want the new ;) )
Whether you want new (tapered) or old stays (you want the new ;) )
Tubing - have a look at their "custom" page and it has all your options, I'd go 35 seat tube and top tube with either an oval or 42 [i think it is, the next one up from 35 anyway] downtube
Geometry wise, help us out a bit, Stem length? Setback or no setback seatpost? Unless your about 6'5" that headtube is way too long, but yeah bikecad is the way to go, much more bike specific than standard cad and much easier to use, I have no cad experience and am pretty good on bikecad
