Actually, the measure in the picture is the drop.
Regarding the effective TT lenght competitive cyclist bike fit says for a MTB it is 23.4 " and stem 8-10 cm. For a road bike it suggests 56-57 which is the size I ride on my road bike and fits me well.
Maybe cut it down to 59-60 cm? I did ride 2 MTBs for a longer time but don't know what the measure was...
