Unless you've completely undone the bolt (in which case the bolt would pull out) it is still attached to the expander, but the expander is too low to engage with the stem.
Either of the two methods will solve your problem.
However, now would be a good time to break the "gunk-bond" twixt stem and steerer, before it becomes permanent.
If you are unable to free it by grasping the wheel between your knees and twisting the bars left and right, then protect the top of the stem and give it a sharp crack with a hammer (a rubber mallet is ideal).
Better several short, sharp blows than one big blow: you want to break the bond, not drive the stem into the steerer.
