You shouldn't have hop. Though a little might be acceptable to some.
You need to put more weight into the tub when stretching around the valve hole to pull it. As when you get to the other side, it'll stretch more than no stretch at the valve hole, thus the excess tub and hop you find. That or it's not quite seated properly due to more base tape.
Also try taping or tying the tub down either side of the valve stem before pumping it up, but after rolling it along the floor. This will keep the tub pressed against the glue while it sets.
If it bothers you re-mount it but put all your weight into stretching it from the valve hole when mounting it. Also having had it on the rim and stretching for a while now will make mounting easier.
