I feel the paint is not original ... the degrading of the frame can not be stopped without an overall treatment in this case
There's probably no need to be precious about non-original paint unless it's some sort of story like the original owner taking it back to Cinelli 20 years later for a respray, which happens, but probably didn't in this case. I think if you can get the chrome done in a similar way to how it was originally and then a high quality paint job done, then there's nothing to feel guilty about.
Also, ride it when it's done!
