I had a read in highway code yesterday there's very few MUST for pedestrians. Not loitering on a crossing. That's about it. Nothing about jaywalking etc. though police can probably get you for something if needed.
So it seems it's a charge that they either tag on to try with no clear base in law, or it's a charge a pedestrian or anybody could possibly get thrown at them.
