This doesn't quite hang true.
Once we accept a loss of freedom due to the existence of speed limits, the exact level of the speed limit between 20 and 30mph is not terribly important. Conversely, forcing people to wear a helmet is a paternalistic gesture, which implies that individuals are not capable of deciding for themselves whether it is worth the risk of injury or not
