I'd like to see some randomised location enforcement of speed limits, not just GATSOs.
Here in the London Borough of Lewisham, on all roads except major/A roads speed is limited to 20mph. It is almost always ignored where possible by motorists.
In reponse to the OP, I'm in favour of a total 20 limit in built-up areas, with very tough enforcement. You're right, it is a freedom issue: people should be free to have a cleaner, safer city. Cities were made for people, not cars.
