Yep, there's definately a difference. It's more expensive and not as stiff. I've only got experience of the ti stem I've got experience of. I'm sure others differ. But I'm not really sue what benefit ti as a material has over Alu for a stem.
I get carbon bars. But stems are so short (usually) and do so little that I find it hard to believe they can do much more than hold your steerer tube and bars together properly in a stiff manner.
