Guildhall? I can't think if it has a good entrance/lobby or not but it's pretty grand generally.
what do you mean by "public building" - one that has public access (library, council offices etc) or that is for a public / publicly funded body (schools)
Royal College of Physicians is a high class Lasdun building, actually any of the medics' institutions in london are probably pretty flash.
