No, that little plastic wrapped bundle next to the epoxy is carbon fibre tow. I will be wrapping each joint with carbon, which will be epoxied. The lugs/tubes are probably small enough that they will fit inside the bamboo tubes, but that remains to be seen. This page shows the process fairly well: http://bamboobike.wordpress.com/42-2/
