ha , fair enough! that list is basically just to make it look "classic", by which I basically mean safe... i guess you have to figure what kind of look / feel you want to go for and then start deciding on the parts list. The "hhsb" list will look very different, and the "actual entry-level track bike" different again.
Either way, here's a couple of photos to help defend my idea (still not saying he should go for this, it's just a suggestion for the classic-look-on-a-budget-idea)
