You can sand and polish the seatpost and stem you have, but of work will come up nice. Bar shape is personal preference so go with bullhorns if you want (just dont chop and flip those bars, get some proper ones.) Its a nice frame colour and design, I think it would be a shame to powder coat it and the money could go elsewhere on the bike. Nice deal though and good luck!
