It probably was an option, the other option being taken to magistrates court and if found guilty get fined and points on her licence. The fine probably would have cost less than the course, but there were no court costs.
I had a minor collision a couple of yeard ago and the police told me that the driver was given these 2 options and chose the driver awareness course. I am glad he chose the course as hopefully he would have learned something.
