For what it's worth it seems like a sensible option to me. Punishment (though the driver will have to pay for this course so it will hurt her wallet a bit) isn't necessarily the best way to improve her driving. She might well pick up some other good tips apart from the need to look several times before pulling out of a junction.
I am assuming, though, that she does not already have several points on her licence or previous convictions.
