why 36H? touring? 28 rear and 24 front is fine for your weight innit? would save you a lot of weight although not sure about what rims you can go for as I don't know your usage but if you want a fast and light wheelset go for ZTR/Velocity A23 wide rims and sapim bladed spokes + strada hubs, if its more than your budget then compromise on spokes (double butted instead of bladed).
I went for H+Son archetype (28R 24F) + hope hubs + double butted sapim spokes and that cost me £400 including build, if i'd have gone for strada hubs it'd cost me £300
