This really would mean cyclists were all over the road. Following cars would have far greater difficulty overtaking if the same norms that apply to drivers were to be applied to riders
The club run, with riders nose to tail and two abreast (allowing of course for some to drop to the back or go up to the front, and thus be three abreast) is a marvel of communication and cooperation let alone space saving on the road.
You should be thankful as a motorist when you come across a bunch that it isn't a straggle as you would get with cars.
