Used will usually work out cheaper (just see classifieds here), but obviously parts will be used so they may need replacing. Building your first bike is usually relatively the most expensive one because there are so many random little parts you need that add up - headset spacers, pedals, a saddle, etc.
Rough budget:
Wheels - £100
Tyres - £15-30
Saddle - £20
Cranks - £60
Chain - £10
Bars/Stem - £20
Misc - £10
