Powdercoating alone costs at least £60 then the frameset about the same.
The main expense will be in sundries to put it back together (especially since Raleigh have their own threads, check Sheldon Brown), by the time you buy the headset, BB, seat pin, seat post, cantilever brakeset and so on, you would have spent about £100...
I have just sent a PM to Andrew, I only have the Mercier at the moment - 60cm seat tube, 58cm top tube. £150 takes the full bike home, it is ready to ride!
