Acutally, thinking on it, the biggest impact that this is likely to have on most drivers is the lack of parking spaces. That's where they will feel it most.
The website for the campaign should likely have a page dedicated to helping people find parking near their work, so links to councils pages on parking, links to parkopedia, etc.
