Most drivers will be acutely aware of this fact anyway, they just don't realise it.
Ask any regular driving commuter the difference in journey time during school holidays and during term-time.
What you're trying to create is the first day back at school when it's always bad because people haven't got back in to their school-run/commuting flow and it's also raining so it's worse, but now imagine everyone is on ACID.
Relate to these drivers, explain it to them in experiences they understand.
