I think you'll be better with a DIY one.
If you don't need regular access I'd be tempted to go for some sort of old school style tool wrap. With an extra bottle strap section.
IIRC there is some discussion and some links on the Rapha thread from when they brought out there pricey version. So have a search on there.
Also some of the bigger top peaks have a elastic band section (probably for a jacket) under the saddle bag section.
