Novatec have replaceable races, they come in a convenient cartridge form along with the balls, inner races and seals. You can even select among competing manufacturers when replacement time comes, giving you multiple choices of bearing quality at various prices, instead of hoping tha DiaCompe keep making spares (indeed, are still in business) in decades' time when the bearing races on a track racing hub actually need replacement.
They don't have seals. They even state that in the blurb - "Open bearings" = no seals
