I would say it was 90% the fault of the motorcyclist and 10% the fault of the driver, if that. If the motorcyclist had been travelling at a sensible speed there would have been plenty of time and space to slow down and avoid the collision. It takes two people to cause a crash, etc.
I'm not saying motorcycles shouldn't be allowed in bus lanes, by the way, just that that privilege seems to be abused by certain individuals and that accidents do happen as a result.
