I cycle through that segment regularly and it is no more dangerous than any of the other segments in central London frankly. I'm not sure why riding through there at greater than 10mph is irresponsible, when you can clearly see that there is no-one on the path.
More to the point, posting a time there is one of the more empty 'achievements' around. To that end, I will flag as dangerous myself.
