Get a fine file to a bog standard 22.2 working evenly in small sections. Put a collar of some sort around where you don't want to go above(like an old stem mount shifter band or some such.
Using a file might take an hour or so but using sanding paper will take you days and a certain amount of arm ache never mind blisters!
