That's my experience sadly.
we had the same problem with the guards at the uk champs in MCR (4 bikes max, no bike on virgin trains without reservation) we ended up buying a roll of black bags from Sainsbury's and putting wheels, frames etc in separate bags and taking it on as hand luggage. they didn't like us being 'smart arses' but there's nothing they could say.
