My politics may not be what you think; I was against ID cards, against prolonged detention periods... The last thing I would want is some awful authoritarian state.
But a touch of that 50s-era policing, where coppers tackled the little stuff, wouldn't go amiss. In my day-to-day life it's the small anti-social stuff that irritates most and degrades quality of life more than anything else. And if people do tiny stuff like that every day and get away with it, it breeds a feeling of complacency - they assume that they can do other things and get away with it.
The teenager getting on a bus without paying and sneering at the driver could eventually end up doing something much, much worse.
