Frankly, the ratio of police on the beat to the number of people per policeman would be one of the more interesting historical graphs I can think of, especially if compared to the crime rates.
I guess that you'd also have to take into account the number of things that are crimes too, as things are rarely decriminalised, and the number of new crimes on the statue books generally increases.
