I'd actually like to live in a society where police are able to watch people more closely and prosecute more criminals. You talk about it as though it's a Big Brother dystopia. Frankly, I think having a lot more bobbies on the beat catching every bike thief seems like a wonderful society.
Maybe they could stop idiots from littering, spitting in the street, intimidating people on buses, etc, etc as well.
Why am I not surprised that a journalist who works where you do thinks that having police spying on everyone and arresting them as soon as they step foot out of line is a bad thing.
