You obviously don't know about 6 speed uniglide cassettes, these are slide on with the last sprocket being the lockring. They fit to a freehub so are sans the built in freewheel mechnism. The OP needs to differentiate as to which is required.
SJS do freewheels but not in the ratios asked for 13-28 is available in Shimano 600 6 speed guise though just spotted this nice Maillard http://www.ebay.co.uk/itm/Maillard-Course-Freewheel-6-Speed-14-26-/280815284503?pt=Cycling_Parts_Accessories&hash=item4161e53117
Sachs also did 13-26 6 speed freewheels.
