Do You actually mean " drilling a track fork crown " as against what you wrote.
When fixed wheel was the norm for short distance time trials a pure track frame would/could be used.
Round bladed forks with a drilled fork crown would have been how the frame was built.
I had no problems with this set up and still have 1 - all my teeth 2 - the last frame I had built.
